豪雨和暴風雪可能會癱瘓城市內的污水處理系統，導致企業規避第二道污水處理程序，隨意排放未經妥善處理且帶有病原體的污水。為了解決此問題，美國環保署19日正式公佈一項由美國環保團體和美國污水事業交易協會共同起草的提案計劃。

Heavy rain and snow storms can overwhelm municipal wastewater treatment systems, causing managers to bypass secondary treatment, discharging inadequately treated sewage full of pathogens. Today the U.S. Environmental Protection Agency announced a proposal to solve the problem based on a joint draft by a U.S. environmental group and a national wastewater utility trade association.
