我的政治願景

當我在1964年第一次抵達台灣時,這裡的每一塊土地都已經被開發耕耘了,七成以上的GDP來自於農業生產。但即使如此,農民仍然生活得很困苦,因為他們必須餵養一百萬的軍隊人口。

當「日本製」的產品變得越來越昂貴,它們也漸漸被「台灣製」品牌的產品給取代,我們幾乎可以在每個家庭中看到客廳即工廠的生產線,農民逐一移轉到其他獲利更高的生產活動。這轉變的結果,是在短短一個世代之內,農業部門佔台灣經濟的產值已經不到GDP的3%。整個台灣社會經歷了一場劇變,幾乎每個人與土地的關連都斷裂了;對於你看不見或感受不到的東西,又何必花費心力去保護與捍衛呢?今日台灣絕大多數的問題,它們的根源都可追溯到這源頭:農民已經被遺棄太久太久了。

讓我們假設一個情境:農業部門占GDP中的10%。接著我們檢視一下台灣的地理環境:這是一座汪洋中的島嶼(水資源充沛),位在北回歸線上的熱帶地區(每年六月21日太陽會以90度仰角直接照射我們),具備在亞洲地區僅次於喜馬拉雅山的高聳群峰。這裡是農業的天堂,10%只是一個很低的數字。

在上個世紀,日本人發現這件事,因此他們希望把台灣改造成日本的農場。若以今日的GDP來估算其中的10%,這樣的農業生產總值大約是新台幣7000億元。

首先來看看工作機會。在農業部門中每增加3%的GDP,我們就可以創造60萬個工作機會;再加上其他領域關連的產業,我們所創造的工作更可高達200萬個;因此失業的情況將會消失。

國內與國際的經濟衰退並不會影響農業部門,因為每個人總是需要吃東西。其他像我這樣的人,將有機會對GDP帶來貢獻,即使超過80歲也依然可以。

社會的穩定不只對於政客有好處,更是對每個人都有好處;不只是對農民有好處,對大安區的全體居民來說也是好事一件。

接著讓我們看看經濟。台灣奇蹟(主要在於資訊科技產業)的最大問題是,它在出口貿易中,屬於低附加價值的類別。一台個人電腦包含:塑膠(石油)、金屬盒框(鐵礦 )、銅礦、金礦、NEC的磁碟驅動設備、Intel的晶片、Microsoft 的軟體,等等項目。各式各樣的進口零件,構成了最終產品的絕大部分。

但是在有機農產品方面,它們全都是台灣製造的,對於這些自己的產品,我們有完全的掌控權;出口所獲得的利潤,將可全部進到我們自己的口袋,這會帶動島內的經濟。台灣人可以在Sogo、在忠孝東路花錢消費,而不必老是等待美國人去買我們所製造的產品;農業生產將成為台灣經濟的主要部門。

再來看看環境,這確實是綠黨的首要平台。在田間所用的殺蟲劑總量,超過北美洲標準的一百倍以上。殺蟲劑與化學肥料消失在環境中,而成為各種污染的主要來源。但是,我們可以把焚化爐廠通通關閉:每天一千公噸的ㄆㄨㄣ廚餘餿水,將不會再進到生活環境中,而是被回收再利用。我們也可以關閉大量的工廠,因此社會所需要的電力降低,所需的發電廠也減少。大約有二成的城市人口,將移往鄉村地區,鄉村工作的通勤距離比較短,比較不依賴汽車,因此污染也會降低。

這將對我們生活的許多面向都發生影響,最明顯的是在健康方面,現在的醫院,簡直是在彼此競爭顧客!!!政治領域也將會與我們目前所見的景象完全不同,因為有大約五分之ㄧ的人口都深切紮根在台灣,關於台灣認同的爭議也就會被消彌。所有政治人物議程中的最優先主題,將是保護並捍衛我們共同的福爾摩沙,也就是我們生命的源頭。年輕的一代,將可以看見我在1964年所目睹的美麗島嶼,他們將會愛上她,並且為她的未來而奮鬥;這都是我自己過去的親身體驗!!!

上述改革的關鍵在於ㄆㄨㄣ廚餘餿水,綠黨應該考量並採用我所預見的願景,並擬出一套策略來將它推銷給大眾,以長期目標來看:農業優先,要針對農業生產在GDP所佔的比例,提出一個實際的具體目標;短期目的則是,把台灣所有的ㄆㄨㄣ廚餘餿水,都加以回收、進行堆肥再利用。(解決方案已經在那裡了 目前所欠缺的是政治意願。)而這整個議題的關鍵是:如何把這願景加以宣傳與推廣。

When I came to Taiwan in 1964, every single square meter of agricultural land was cultivated. Over 70% of GDP was from agricultural products. Even so, farmers were barely surviving: they had to feed a million people army. With the “Made in Japan” products becoming more expensive, they got slowly replaced by the “Made in Taiwan” label. We saw the arrival of small assembly lines next to just about every farmhouse.

Farmers moved to more profitable activities, with the result that within a single generation, the agricultural sector of the Taiwan economy now contributes for less than 3% of the GDP. The Taiwan society got uprooted. Most everybody lost contact with the ground. Why protect and fight for something you do not see or feel? Most of today’s Taiwan problems can be traced to this very simple fact: the farmers have been abandoned for too long.

Let’s assume that today’s agricultural sector would contribute 10% of our GDP. Given Taiwan geography, an island in the middle of the ocean (plenty of water), on the Tropic of Cancer (on the 21st of June, the sun hits us at 90 degrees), with the highest mountains in Asia except for the Himalayas, a paradise for agriculture, this is a low percentage. Last century, the Japanese saw this: they wanted to turn Taiwan into the farm of Japan. We are talking about NT$700. billions of agricultural products to reach the 10% of today GDP.

First, job opportunities. For every increase of 3% of GDP of agricultural products, we add 600,000 farming jobs. With related fields, we added over 2 million jobs. Unemployment would be non-existent. Downturns in domestic and international economy do not affect this sector: people always need to eat. Older people like me will have the opportunity to contribute to the GDP, even pass their 80. Social stability is good for everybody, not only the politicians. And not only for the farmers, but also for the residents of the DaAn district.

The economy. The biggest problem of the Taiwan miracle, mainly in the IT industry, is the low level of added value in the export. A single PC contains plastics (oil), metal frame (iron ore), copper, gold, NEC disk drives, Intel chips, Microsoft software, etc, all imported portions of the final product, the majority. With organic agricultural products, they are totally MIT. We have total control on our product, with export money going totally in our pockets. It drives the economy. Taiwan people have money to spend at the Sogo on JungHsiao road, without having to wait for Americans to buy our manufactured products. Agricultural products would be the major sector of Taiwan economy.

The environment. This is really the main platform for the Green Party. The amount of pesticide used in the fields is more than 100 times above North America standards. Gone are the pesticides and chemical fertilizers, major sources of pollution. Incinerators are closed. The 10,000 tons of daily pwun is not going into the environment, but recycled. Large amount of factories closed: less demand for electricity (power plants), About 20% of the cities population are moved to the countryside, where jobs are: less commuting, less cars, less air pollution.

There will be impact in many areas of our life. The most obvious one is in the area of health. Hospitals fighting for customers!!! The political arena would be completely different from what we see now: with about one fifth of the population deeply rooted in Taiwan, the Taiwan identity issue is solved. On top of the agenda for all politicians would be to protect and safeguard our Formosa, the source of our life. The young generation will see again the beautiful Formosa I saw in 1964, will fall in love with it and fight for its future, all of which happened to me!!!

The key to this success is the Pwun. The Green Party should modify and adopt the vision I see, and have a strategy to sell it to the public. Long term: agriculture first, with a realistic target for agricultural products percentage of GDP. Immediate target: the composting of all the Pwun for all of Taiwan (the solutions are there, the political will is missing). How to sell the vision is the crux of the issue.
