追蹤墨灣漏油 最新互動式地圖出爐

針對墨西哥灣英國石油公司(BP)鑽油平台漏油事故,聯邦機構已建構新的網站互動地圖(GeoPlatform.gov/gulfresponse),以提供最即時的救災資訊,其中可呈現漏油地點、擴散方向以及船隻航道封鎖、禁漁範圍等管制作為的最新訊息。

4月20日發生漏油事件迄今(22日)已達64天,當時油BP公司承租的深水水平鑽油平台爆炸起火。有11人喪生,並造成油污擴散到海灣的慘劇。

從該互動地圖上可以看出,美國國家海洋和大氣管理總署(NOAA)封鎖的禁漁區,約有佛州的大小。封鎖的漁業區域有78,264 平方英哩,約是墨西哥灣32%聯邦水域。而該封鎖區域並未提供水源給任何州。

GeoPlatform.gov/gulfresponse 的建置是採用「環境反應管理應用系統」(ERMA),此系統是由NOAA和新罕布夏州大學海岸研究中心共同建制的網路地理資訊系統(GIS) 平台。

ERMA是為了促進來自聯邦、州政府、地方反應者、社區領導者與大眾的使用群眾溝通和協調而設計。網站設計訴求迅速以及使用者友善,NOAA 並會持續更新資訊。  

幾項最新數據更新:

1.美國當局已授權 17500個從墨西哥灣沿岸的國民警衛隊部隊。參與BP石油漏由事件的應變行動。 

2.動員人力達25600以上,正努力保護海岸線和野生動植物以及清理海岸線。  

3.現場動員機具有5400多艘,除了數十架飛機、遙控車、近海移動式鑽探平台,還包括回收船、拖船、駁船、和補給船,以協助遏制和清理工作。

4.大約235萬英尺的充氣式攔油索和320萬英尺的吸油索已施作漏油處理,另有大約485,000 英尺充氣式攔油索和185萬英尺的吸油索備用。      

5.已回收大約2040萬加侖的油水混合物。    

6.已使用了約 126萬加侖除油劑──其中87萬加侖在海面使用;39.2萬加侖使用於水下,另有52.5多萬加侖備用。      

7.為了保護海岸線和野生動物,已施放192次「控管燃燒」(controlled burns ),有效從開放水域去除超過總額430萬加侖石油。

8.17個待命區已準備就緒,以保護敏感的海岸線。

9.大約有67.2英里的墨西哥灣海岸線正遭受BP的漏油的影響──包括路易斯安那州有34.6英里、密西西比州7.5英里、阿拉巴馬州11.7英里,以及佛羅里達州的10.4英里。

New Interactive Map Tracks Response to BP Oil Spill
WASHINGTON, DC, June 14, 2010 (ENS)

To provide the latest information about where the BP oil spill is and where it is headed, shipping lane closures, fishery closures where responders are taking action, and many other types of information, federal agencies have created a new website with an interactive map.

GeoPlatform.gov/gulfresponse is a new online tool that provides near-real time information about the response effort in the Gulf of Mexico to the ongoing disaster.

The spill began 56 days ago on April 20 when the Deepwater Horizon oil rig, leased by BP, exploded and burned, claiming 11 lives and leaving the damaged wellhead spewing oil into the gulf.

Looking at the map, visitors can see that the area of the gulf that NOAA has closed to fishing is about the size of the state of Florida.

The closed fisheries area now represents 78,264 square miles, which is approximately 32 percent of Gulf of Mexico federal waters. The closed area does not apply to any state waters.

GeoPlatform.gov/gulfresponse employs the Environmental Response Management Application (ERMA) , a web-based GIS platform developed by NOAA and the University of New Hampshire's Coastal Response Research Center.

ERMA was designed to facilitate communication and coordination among a variety of users from federal, state and local responders to local community leaders and the public.

The site was designed to be fast and user-friendly, and NOAA plans to keep it constantly updated.

By the Numbers to Date:

  • The administration has authorized 17,500 National Guard troops from Gulf Coast states to participate in the response to the BP oil spill.
  • More than 25,600 personnel are currently responding to protect the shoreline and wildlife and cleanup vital coastlines.
  • More than 5,400 vessels are currently responding on site, including skimmers, tugs, barges, and recovery vessels to assist in containment and cleanup efforts - in addition to dozens of aircraft, remotely operated vehicles, and multiple mobile offshore drilling units.
  • Approximately 2.35 million feet of containment boom and 3.2 million feet of sorbent boom have been deployed to contain the spill, and approximately 485,000 feet of containment boom and 1.85 million feet of sorbent boom are available.
  • Approximately 20.4 million gallons of an oil-water mix have been recovered.
  • Approximately 1.26 million gallons of total dispersant have been deployed - 870,000 on the surface and 392,000 subsea. More than 525,000 gallons are available.
  • More than 192 controlled burns have been conducted, efficiently removing a total of more than 4.3 million gallons of oil from the open water in an effort to protect shoreline and wildlife.
  • 17 staging areas are in place to protect sensitive shorelines.
  • Roughly 67.2 miles of Gulf Coast shoreline is currently experiencing impacts from BP's leaking oil - 34.6 miles in Louisiana, 7.5 miles in Mississippi, 11.7 miles in Alabama, and 10.4 miles in Florida.
