美國,麻州,波士頓,2001-12-20 (Tidepool)-160個國家的會議代表在2001年達成重大突破,各國一致決議減少造成全球暖化的工業廢氣排放量。而在2002年,世界各國將觀察是否會有55個國家的總排放量達到約定比例,再決定批准京都議定書。此議定書條款對主權國家經濟體系的影響,比以往任何一項環境公約都要深遠。(編按:約定比例係指認可議定書達55國以上,且其排放總量至少佔全體55%)

In 2001, delegates from 160 nations dipped their toes into uncharted waters. They completed work on an agreement to trim industrial emissions of gases believed to be warming Earth's climate. In 2002, the world will see whether the right combination of 55 countries mounts the high dive and takes the plunge to ratify the 1997 Kyoto Protocol - an environmental pact whose provisions reach deeper into the economic machinery of sovereign nations than any before it.
