  如果一項工程進行時,出現了一些當地社區和非政府組織想要藉此提出的問題,這時,就可以針對這議題建立一個網路,也讓它獲得更多人的關注。以下是一些方法:

集合支持者

在一些受到工程影響的地區,非政府組織在當地並沒有設置辦事處,因此,與當地的意見領袖直接合作,至關重要,他們在社區內受人尊敬,且具有支援力。

在初期過程中,就要廣納參與人士,形成一個風格多樣的代表組織。鼓勵社區各階層,無論老少,充分參與、積極行動。在南非,由於婦女是主要從事照料家庭成員、取水、生產食物的人,所以面對河流盆地發展,她們往往受到最多的負面影響。在已成家婦女能夠參加的時間、地點安排會議,確保她們能夠參與此過程。

印刷品和會議上使用當地的語言

與該地區持不同意見的人保持接觸,這些人包括:受到影響的人、技術專家(如工程師)、發展商和農業部長等。

記錄當地及國際間活躍於參與草根運動人士的名單,他們能給你支持幫助。

記錄當地直接投入該項工程計畫的公司、金融機構和政府機關的名單。

讓大眾了解工程計畫!

儘早收集各項資料來讓大眾清楚了解,特別是幫助原本可能未曾聽說這項工程計畫的人。藉著寫信給代議士和新聞稿,來提升公眾對此工程的認知。

與當地媒體合作,在當地報紙投書或新聞稿。假使當地報社不願刊登這些消息,試著改投地區性、全國性、甚至國際性的報紙。也考慮鄰國的報紙,特別是如果水資源就在國界上。留意地區性以環境或人權為焦點的報刊。

寫信給政府官員,索取該項計畫更詳盡的資料。在信中具體的提出相關問題 (詳見以下的例子)。(編按:範例將於下星期一刊出)

If a project is moving forward with problems that local communities and NGOs want to see addressed, it may be time to form a network to work on the issue, and to bring the issues raised to the attention of the wider public. Some ideas: 

Gather Supporters

For NGOs not based in the immediately affected area, it is crucial to work directly with local leaders who are well-respected in the community and supportive of the effort. 

Include a diverse, representative group in the initial process. Encourage full participation and activism among all ranks in the community, from children to elders. Because women are the primary caregivers, water gatherers and food producers in Southern Africa, they are often the most negatively impacted by river basin development. Ensure that they can be part of the process by planning meetings at a time and place that is accessible to women with families. 

Use the local language for handouts and meetings. 

Keep a list of contacts in the region who are on both sides of the issue. Such people could include: affected people, technical experts such as engineers, developers, Ministers of Agriculture, Natural and Water Resources, and Environment. 

Keep a list of activists in the surrounding region and internationally who are supportive of your efforts. 

Keep a list of companies, lenders and agencies who are working on the project.

Getting Project Information Out to the Public 

Begin disseminating information early, to help bring people to the cause who otherwise might not have heard about it. Increase public awareness through letter writing and press releases. 

Work with the local media. Submit articles and press releases to the local paper. If local newspapers are not willing to publish the information, try regional and national and even international publications which might be interested. Consider going through a neighboring country, especially if water resources are shared. Look for regional environmental or human rights publications. 

Write letters to government officials asking for detailed information on planned projects. Follow up with further questions. (See above for an example by Okavango Delta communities.) 

Consider using the Internet to disseminate information.
