美國海軍在世界各大洋中進行軍用聲納之測試與訓練活動，對鯨豚來說好比火箭發射般噪音衝擊，非但傷害海洋哺乳動物之生態，同時抵觸美國環境法，有鑑於此，保育聯盟與動物福利組織19日於聯邦法院對海軍提起訴訟。保育團體於訟狀中指出，只要採行共同之預防措施，便可避免鯨、豚與其他海洋生物遭受傷害與死亡之威脅，然而美國海軍卻拒於實行。
