美國史坡堪市長與華盛頓州立生態部官員，12日共同簽署了一份為期20年的計畫，目的在減少史坡堪河與史坡堪湖（俗稱長湖）的含磷量。依這個計畫的內容，未來甚至連澆花到如廁後各方面的廢水都將受到這個協定的限制。
Spokane River Phosphorus to Be Cut at Multi-Million Dollar Cost
Spokane area civic leaders and Washington state Department of Ecology officials have endorsed a 20 year plan to reduce phosphorus pollution in the Spokane River and Lake Spokane, also called Long Lake. Every aspect of water use from watering lawns to flushing toilets will be affected by the agreement that was endorsed Wednesday.
