美國總統布希23日晚間於國會的聯合會議中發表其國情咨文,當中明確表示對美國未來在能源供應上可能發生的中斷感到憂心。
「我們已經依賴外國油源太久了,而這樣的依賴使我們在與敵對政權及恐怖份子的往來上位居弱勢,他們可能造成大規模油源運輸的中斷,連帶影響政經情勢致使石油價格的上揚,並重創美國國內經濟。」
布希在回應此一危機時,除了更為強調節能與替代燃料的重要性,同時也強調國內油產品的增產以及要求國會加強戰略儲油政策(Strategic Petroleum Reserve)。
布希表示,為了減少對外國油源的依賴,希望美國在10年內減少汽油20%的使用率。為了達到這個目標,布希提議提昇美國國內再生燃料的標準。「我們必須藉由制定一個強制性的燃料標準來增加替代燃料的供應,在2017年以前需要350億加崙的再生與替代燃料,而這幾乎是現行標準的5倍。」
In his State of the Union speech to a joint session of Congress tonight, President George W. Bush made it clear he is concerned about disruptions to the American energy supply.
"For too long our nation has been dependent on foreign oil. And this dependence leaves us more vulnerable to hostile regimes, and to terrorists - who could cause huge disruptions of oil shipments, and raise the price of oil, and do great harm to our economy," the President warned.
President Bush's response to this danger is a greater emphasis on energy conservation and alternative fuels as well as more domestic oil production and a request to Congress to double the Strategic Petroleum Reserve.
The President said he wants the United States to cut gasoline usage by 20 percent in the next 10 years to reduce the country's dependence on foreign oil. To reach this goal, Bush proposed raising the national renewable fuel standard. "We must increase the supply of alternative fuels, by setting a mandatory fuels standard to require 35 billion gallons of renewable and alternative fuels in 2017," the President said, "and that is nearly five times the current target."
