在各國同意下，阿富汗天然氣運輸管線協議正式簽訂，阿富汗政府官員表示，在未來的兩年內將興建一條主要的天然氣運輸管線，以能源豐富的土庫曼為起點，貫穿阿富汗到巴基斯坦，最後甚至可能延伸到印度。但此項最新的計劃最後仍可能步上前幾個版本的後塵，成為泡影──基於相同的原因：阿富汗國內不甚穩定的情勢，使得外界對於當地公共建設計劃的落實皆有所質疑，而像運輸管線這類重大的計劃更是如此。
Afghanistan's New Pipeline Deal May Be Just Another Pipe Dream
The deal has been signed, the partners agreed. Within the next two years, Afghan government officials say, construction will begin on a major gas pipeline that will extend from energy rich Turkmenistan through Afghanistan to Pakistan, and perhaps on to India. But this latest plan could follow several early versions into oblivion - and for the same reason, that instability in Afghanistan casts doubt over any infrastructure project, especially such a big one.
