美國眾議院於16日通過增加可再生能源目標產量的決議，這個25X25的條款，表達出國會希望在2025年之前，至少有25%的美國能源用量來自於本土生產的再生能源。
現今約有6%的美國能源需求來自再生能源。
「25X25的決議是國內對於承諾發展再生能源的正式聲明，」白宮農業委員會主席彼德森（Collion Peterson）表示，「我相信美國不止達到2025年佔25%的目標，甚至會超越這個比例，但是萬事起頭難，這個決議是國家能源自主的重要第一步。」
反對黨領袖古雷特（Bob Goodlatte）表示，「增加再生能源的發展，會為我國的廠商打開另一個新市場，可以提供消費者安全、永續環保、可以再生的能源，同時降低我國對於外國石油的依賴程度。」
該決議肯定了以農業為基礎的能源來源，包含乙醇和生質柴油，對於新興的再生能源產業相當重要。同時也強調在追求能源自主的同時，美國自產的食物、飼料和纖維也會維持在安全、充裕和人民可負擔得起的水準。
國家農民工會是25X25聯盟的成員，同時也是增加使用及生產農作物燃料的倡議者。
參眾兩院都通過了各自的能源法案，而現在參議院和眾院領袖正在協商兩個版本法案的差異。
參議院的法案將會催生可再生燃料的標準，而白宮的版本將會設立再生電力的標準，此標準將會強制提高供電能源中再生能源的比例，例如風力發電和生質能。
The House of Representatives Tuesday passed a resolution setting a goal to expand renewable energy production in the United States. The 25 by '25 resolution expresses the sense of the Congress that by the year 2025, at least 25 percent of total U.S. energy will come from renewable, domestically produced sources.
Currently, renewable energy sources provide about six percent of the United States's total energy needs.
"The 25 by '25 Resolution is a statement of our national commitment to support the development of renewable energy sources," said House Agriculture Committee Chairman Collin Peterson. "I believe that we can not only meet but exceed the goal of 25 percent by 2025, but every journey starts with a first step, and this resolution is a very important first step to national energy independence."
"Increased development of renewable energy opens new markets for our nation’s producers, provides consumers with a safe, sustainable, environmentally friendly, and renewable source of energy, and decreases our nation’s dependency on foreign oil," said Ranking Member Bob Goodlatte.
The resolution recognizes the important role of agriculture-based energy sources, including ethanol and biodiesel, in the growing renewable energy industry. It also reinforces the importance of maintaining a safe, abundant and affordable domestically produced supply of food, feed and fiber as the nation pursues energy independence.
The National Farmers Union is a member of the 25 x '25 coalition and an advocate of increasing the use and production of fuels from the farm.
The Senate and the House each have passed energy bills, and now Senate and House leaders are working to reconcile differences between the two bills.
The Senate bill would expand and accelerate the Renewable Fuels Standard and the House bill would establish a Renewable Electricity Standard which would mandate increasing amounts of electricity from renewable sources such as wind and biomass.
