美國總統布希於印度進行國是訪問期間，2日與印度總理辛赫達成核能發電協議，布希稱此為「必要」之協定。由於印度並非禁止核子擴散條約（Nuclear Nonproliferation Treaty，NPT）簽署國之一，因此這項協議尚須美國國會的通過才能生效。
President Bush Confirms Civilian Nuclear Deal With India
During his state visit to India today, President George W. Bush concluded what he called a "necessary" nuclear power agreement with Indian Prime Minister Dr. Manmohan Singh. The agreement will require legislative action by the U.S. Congress because India is not a signatory to the Nuclear Nonproliferation Treaty.
