「國際捕鯨委員會」18日於聖啟斯召開年會，會中親保育國家陣營取得票數優勢，在各輪迴表決中均佔多數；日本及其同盟國家企圖放寬捕鯨限制的運作，則告失利。不過，委員會70個成員國家中，雙方勢均力敵，票數相差極少，因此沒有任何一方可宣稱獲得勝利。
Japan Loses Bid to Resume Commercial Whaling whale
The pro-conservation coalition has won all the major votes at the International Whaling Commission annual meeting here, defeating pro-whaling efforts by Japan and its allies to increase whaling. But the votes were so close in the 70 member commission that neither side can claim permanent victory.
